PT Comunicações Fiber Optic Joints Technical Requirements

1. Purpose

This Technical Specification aims to identify and define the technical requirements to which the Interconnection Joints and Multiaccess Fiber Optic Joints to be installed in the external telecommunications network of PT Comunicações must comply.

TABLE 1 - Identification of FO Joint Types and Accessories

1.2   Conditions of Response to the Present ET

1.2.1     The answer to this specification point-to-point should be made, which is crucial for the evaluation of the tenders condition.

1.2.2    Tables of Specifications and Description (Tables 1, 2a, 2b, 2c), which are in Annex I of this specification and whose form is mandatory.

1.2.3    In the event that the characteristics of the proposed material does not meet or partially meet the requirements at each point, the same shall be explained and justified in detail the differences indicating the possible advantages and disadvantages.

1.2.4     The Technical Proposal, besides the answer point-to-point Test Reports must include proof of the technical requirements (section 3 of this DPL.03.12.2009).

1.2.5    Must be submitted for each of the types of joints FO and accessories, technical brochures, catalogs or photographs indicating the Reference manufacturer's joint proposal FO as well as illuminating the dimensions of the same designs.

1.2.6    The material proposed concerning the JFO (Joint Fiber Optic) and JSO (Joint Optical Splitter) must comply with the settings described in Annex III of this specification.

2 Specific Features of the Juntas


2.1 Interconnection Closures JFO


The interconnection closure is intended to be used to interconnect and derive FO cables.


• The junta interconnect should be modular and expandable up to 96 mergers and based organizers of 12 and / or 24 organizers.


2.1.1 The closure should allow its installation in pole or wall (manholes), but its size is appropriate for both types of installation. The bidder should submit a proposal for fitting kit, which should be common to the two forms of installation.


2.1.2 Opening the Junta of interconnection shall be by mechanical fastening for easy opening / handling


2.1.3 must present piece (s) for fixation (s) element (s) of central reinforcement of FO cables. To meet this requirement, it should be appreciated that the central reinforcement element comprises FRP ("Polyester Fiber reiforced").


2.1.4 The board shall submit the following ports for input / output cables:

• At least one oval port with minimum dimensions of 30x60mm
• At least three circular ports with dimensions that allow the entry of cables with diameter between 6 and 20mm.


2.1.5 The closure of ports should be done through thermal shrink sleeves


2.1.6 The outer and inner surfaces of the joints and their accessories should be smooth, without roughness or cracks and free of burrs.

2.1.7 The color of the joints should be black.


2.1.8 The material used in the manufacture of gaskets must be of non-hygroscopic thermoplastic type, provided it complies with the IP67 and IK07.

2.2 Organisers of the Closures of Interconnection


2.2.1 The organizers together for interconnection as well as their attachment system and accommodation thereof, should be easy to install inside the joint. It is the object store in an organized manner fusions of fibers, so as to ensure their protection. Should be designed to allow quick and easy access to fibers and corresponding fusion joints, especially in case of later interventions.


2.2.2 The organizers must consist of individual, pluggable modules.
(In item 7 of Table 1 of Annex I, the number of organizers needed to be shown to make up the maximum capacity of the joint FO).

2.2.3 intervention should be possible in an organizer, the remaining running in a single operation, preferably in the book type system.


2.2.4 The organizer must be dimensioned such that the fibers, after accommodated inside the organizer curves do not less than 30 mm, irrespective of the system used for connecting the fiber radius.
(In item 8 of Table 1 of Annex I, the minimum bend radius of the fibers are within the organizer must be stated.)

2.2.5 The organizer shall allow the accommodation of fusion joints, protected with sleeves length 45 mm (see QR.ETM.32.141).
(In item 9 of Table 1 of Annex I, the maximum capacity of each organizer, for each of the above types of joins should be indicated).

2.2.6 Each organizer must have a protective cover to the fibers together and accommodating, assuming that the organizer can have adjoining this function.


2.2.7 In addition to the organizers, the board should include a module that allows the housing and accommodation, inside, at least 50 cm of each tube "loose".

Note: Each tube "loose" houses 12 fibers
(Should be stated in item 10 of Table 1, Appendix I, the dimensions of this module).

2.3    JSO Multiaccess Joint:

2.3.1 The Multiaccess joint is used to interconnect cables of the same capacity and can be used as a bypass joint, without the need for any additional accessories. This joint must guarantee the management of optical fibers in the organizers allowing the passage of a single fiber from one organizer to another. The board should allow the incorporation of splitters in the organizers

2.3.2 The Multiaccess joint must allow its installation on a pole or wall. The competitor must submit a proposal for the fixing kit, which must be common to both forms of installation.

2.3.3 The joint must be modular (according to the capacities shown in table 1) with the possibility of expansion and based on 12 merger organizers.

2.3.4 The outer dimensions of the Multiaccess joint (including the FO cable entry ports) must not exceed the following measures:

Length               < 800 mm

Width / Diameter         < 225 mm

2.3.5     The Multiaccess joint must have a mechanical lock.

2.3.6     The joint must have one part (s) for fixing the central reinforcement element. To fulfill this condition, it must be taken into account that the central reinforcement element is made up of FRP (“Fiber Reinforced Polyester”).

2.3.7     The merger joint must respect the following characteristics:

•    It must have at least 8 circular ports capable of accepting any of the cables with the following diameters: 6mm <diameter <29mm.

•   It must have at least one oval port with a diameter of at least 50mm.

•    It should allow the accommodation of loose tubes that enter and exit through the oval port, ensuring that they do not produce radii of curvature less than 30mm.

2.3.8    The exterior and interior surfaces of the joints and their accessories must be smooth, without roughness or cracks and free of burrs.

2.3.9     The color of the joints must be black.

2.4    Multiaccess Board Organizers

The organizers of the multiaccess board can be of two types:

     Organizers for mergers

     Organizers for accommodation of splitters

2.4.1    Organizers for mergers, in the Multiaccess joint:

2.4.1.1   Organizers for FO fusions, as well as the respective fixation and accommodation system, must be installed inside the joint. It is the objective of both of them to keep fiber fusions in an organized way, in order to ensure their protection and, in addition, to allow quick and easy access to the joints, in later interventions.

2.4.1.2   Organizers must consist of individual, pluggable modules.

2.4.1.3   (In item 7 of Table 1 of Annex I, the number of organizers required to make the maximum capacity of the FO joint must be indicated).

2.4.1.4   It must be possible to intervene in an organizer, rotating it or diverting the rest in a single operation.

2.4.1.5   The organizer must be dimensioned so that the fibers, after being accommodated inside the organizer, do not make curves with a radius of less than 30 mm, whatever the fiber connection system used.

2.4.1.6   (In item 8 of Table 1 of Annex I, the minimum radius of curvature that the fibers make inside the Organizer must be indicated).

2.4.1.7   The organizer must allow the accommodation of fusion joints, protected with sleeves with a length of 45 mm (see QR.ETM.32.141).

2.4.1.8   In item 9 of Table 1 of Annex I, the maximum capacity of each organizer must be indicated, for each of the types of joints mentioned above).

2.4.1.9   Each organizer must have a protective cover for the fibers and joints that it accommodates.

2.4.1.10 In addition to the organizers, a module must also be included that allows accommodation of at least 50 cm inside each "loose" tube.

(The dimensions of this module must be indicated in item 11 of Table 1, Annex I).

2.4.2 Organizers for accommodation splitters, the joint multiaccess:


2.4.2.1 The splitters should come built-in organizers and must present endings in coating 0.9mm cords. The cords of the port of entry and exit of the splitter should have different colors.


2.4.2.2 The vendor must complete ANNEX II with all applicable to the type of splitter that purport to provide technical characteristics. If it has different ranges of qualities splitters should also be filled in the ANNEX II for each of these ranges. Should be provided the technical characteristics of the splitter provided completed / assembled for the following modularidades:

2.4.2.3 The splitters should be accompanied by a Test Report which should include the values ​​of
Attenuation (1310 nm and 1550 nm) for all ports.


2.4.2.4 All strings output should be numbered.

2.4.3    Colors of Multiaccess joint organizers:

2.4.3.1   The merger organizers are intended to serve the primary and distribution network, so they should have different colors, preferably:

     Organizer for primary network mergers - red color

     Distribution network merger organizer - gray color

2.4.3.2   The organizers for accommodation of splitters, in order to distinguish themselves from the rest, should preferably be black.

3 Technical Requirements

3.1 Environmental

3.1.1 Normal Weather Conditions


Are defined by NP HD 323.1 (IEC 60068-1):
• Temperature: 15 ° C to 35 ° C
• Relative Humidity: 25% -75%
• Atmospheric Pressure: 860 mbar to 1060 mbar


3.1.2 Operating Conditions


The closure shall withstand without loss of quality features and reliability the following environmental conditions:
• Temperature: -10 ° C +55 ° C
• Relative Humidity: 10% to 100%


3.2 Protection Actions Surrounding Environment


3.2.1 Protection Against Solid Bodies and Strange Dust and Liquid Penetration

Index of protection IP 67, according to NP EN 60529 (IEC 60529).

3.2.2 Protection Against Mechanical Actions

Protective index IK 07 according to the NF EN 50102 (20-015 C).
In this test the samples should be stored at a temperature of -10 ° C for 2 hours.


3.2.3 Protection Against Corrosion (Applicable to all metal components)

Ka trial, under an atmosphere of artificial salt fog, performed according to the IEC 60068-2-11. After seven cycles of 24 hours the metallic components should not show signs of corrosion.

3.2.4 Resistance to Water Absorption

Absorption rate <0.5%, according to ISO 62 (method 1).

3.2.5 Carbon Black

The materials (thermoplastics) constituents of the joint must have a percentage of> 2% carbon black evenly distributed.

3.2.6   Resistance to Ultraviolet Rays (UV`s)

The joints must withstand the test of resistance to UV`s, taking into consideration the requirements and the methodology the following test:

¾ the test to be carried out in accordance with ISO 4892-3 or equivalent ASTM G 154.

-Lamp UV-B (280nm - 315nm)

-Method 1 (ISO 4892-3) with the test cycle 4h UV at 60 ° C, followed by 4 hours of condensation at 50.

-Weather Exposure: 192h (8d)

-Nº Of samples: 3

Discoloration of the plastic material constituent of joints should not be observed.

4   Constitution of FO Boards

•    Joints Interconnection shall be provided to the organizers assembled to make up the required capacity.Moreover organizers should come equipped with their combs accommodation sleeves fusion. Must also be accompanied by a booklet with installation instructions, written in English or accompanied by a translation language.

•   Multiaccess joints must be supplied without the organizers, which are supplied separately with the respective melting combs and melting sleeves. They must also be accompanied by a leaflet with the installation instructions, written in Portuguese or accompanied by the respective translation.

•   Each Interconnection and Multiaccess joint must be supplied with the necessary accessory kits for their installation to be carried out correctly. The desired configurations for each of the joints are shown in the table in Annex III.

5   Samples

•   During the process of analyzing the proposals, the supplier that proposes to supply this type of joints, must ensure the delivery of samples, within a period of up to 5 working days, only and only when the request is expressly expressed by PT:

−  The samples must be accompanied by technical information containing the specification of the type of material and respective dimensions, as well as other technical elements considered relevant for its analysis.

−  The samples to be presented must contain the manufacturer's identification, the manufacturer's product reference and the respective PT Comunicações code / designation.

•   The composition of the samples will consist of:

• 1 Board interconnection FO 96 (according to the configuration of Table 1 of Annex III). • 1 144 FO Multiaccess Board (according to the configuration of table 2 in Annex III).

•  1 organizer with 1:32 splitter.

Note: The accessory kits of the sample to be presented must be those necessary to complete the minimum capacity of each of the FO joints, according to the configuration in Annex III.

6   Marking

The Board shall have inscribed on the lid / hood identify the manufacturer, year of manufacture, the indicator symbol laser optical fiber and the designation "PT Communications".

7   Packaging

7.1 Respective Closure + Accessories Kit's

Each joint (organizers their kit's accessories and installation instructions) must come individually packaged in a cardboard box, in order to stay protected against impact, moisture and normal conditions of transport, and each box has the following indications:


• PT Communications
• Details of the supplier / manufacturer
• Code and material designation PT
• Order number
• Year and month of manufacture

Each joint must be delivered in a complete system, and must be accompanied by a Packing List (to be included inside the box), containing the following information:

•  PT Comunicações

•  PT material code and designation

•  Order number

•  Supplier / manufacturer identity

•  Description of all accessories that come with the joint and respective quantities

7.2    Individually Purchased Accessory Kit

In the case of accessory kits purchased individually, they must be packed in a cardboard box, each box having the following indications:

•  PT Comunicações

•  Supplier / manufacturer identification

•  PT material code and designation

•  Quantity in units

•  Order number

•  Year and month of manufacture
