Optical Splitter Frame (OSF) and Accessories for STC TS 3307

1. GENERAL

1.1 Scope

1.1.1 This specification covers the minimum standards and requirements for the construction, properties, testing and packing of Optical Splitter Frame (OSF) and Accessories, to be supplied to Saudi Telecom Company (STC) for usage in Central Office (CO) as well as at customer’s locations.

1.1.2 This specification does not cover the standards and requirements for Fiber Optic Splitters which specified in specification no TS 3303.

1.1.3 This specification does not cover the standards and requirements for Pigtails and Fiber Cords which specified in specification no TS 3309.

1.2 Intended Use

1.2.1 The OSF shall be used in STC exchanges where transmission equipments (OLT) are located, to provide an interface point for performing each of the following functions:
a. Splitting the bandwidth of transmission system, operating up to STM 64 (2.5 Gbits/sec) to one of the following split ratios, 1:2 or 1:4.
b. Terminating incoming patch cord from OLT and outgoing patch cord to ODF.
c. Testing facilities between OLT and ODF.

1.2.2 The OSF with 1:32 split ratio shall be used in FDT or customer’s building where it’s ODF and terminating transmission equipments (ONT) are located, to provide an interface point for performing each of the following functions:
a. Splitting the bandwidth of transmission system with the following split ratio 1:32.
b. Terminating incoming fibers from the CO and outgoing fiber distribution cords to ONT of the end users.
c. Testing facilities between the CO and ONT.

1.3 Long Term Performance Requirements

1.3.1 The OSF supplied in compliance with this specification shall be capable of withstanding the typical service conditions of the Kingdom of Saudi Arabia for a period of twenty five (25) years without detriment to the transmission or operation and maintenance characteristics of products.

1.3.2 The OSF shall be designed, manufactured and packaged so that the physical, transmission, operation and maintenance characteristics shall not degrade when exposed to the environmental conditions of Saudi Arabia and the expected environmental conditions during storage and transportation outside of the Kingdom. The environmental conditions of Saudi Arabia may include ambient air temperature variations from -10°C to +55°C. In addition, direct solar radiation is known to increase the temperature to approximately 70°C.

1.4 Reserved Right

1.4.1 The Saudi Telecom Company (STC) reserves the rights to make changes to this Specification without prior notice.

1.4.2 The Saudi Telecom Company (STC) cannot guarantee if any of the standards and requirements of this specification are not covered or protected by copyright or patent of third party.

1.5 Associated Specifications

1.5.1 The following referenced STC specifications, international and/ or national standards shall be applied, and deemed to be an integral part of this specification:

TS 3303 STC, Technical Specification for fiber optic splitters.

1.6 Definitions , Abbreviations

1.6.1 Definitions

Fiber Optic Splitters:

Optical Splitter is passive optical device that divides one input of optical power into two or more outputs.

Optical Splitter Frame (OSF):

OSF is a modular encapsulation of Optical Splitters in a rack mountable unit, with a patch panel for input and output adapters.

2. TECHNICAL REQUIREMENTS

2.1 General

2.1.1 The OSF shall be compatible with current STC installation standards and operation and maintenance practices.

2.1.2 Any alternative proposals for Type and Acceptance Testing will be subject to technical evaluation by the STC with regards to satisfactory compliance with the material and product qualities implied by this specification.

2.1.3 The OSF equipment shall be designed to allow multiple mounting on a standard metric (ETSI) rack. The OSF shall fit exactly onto the rack's 515 mm center-to-center hole fixing width dimension, conforming to TS 3308. Additional brackets can be used to meet the need of fixing width dimension.

2.1.4 The OSF equipment, when installed on the metric (ETSI) rack, shall provide a minimum space of approximately 80 mm between the side panels of the OSF shelf and rack.

2.1.5 The OSF equipment shall be able to be efficiently handled and managed during termination, routing, securing and storage.

2.1.6 The OSF equipment shall be of high quality design, workmanship and finish. All components of the OSF equipment shall be free of sharp edges or other defects that may detract from the service requirements of the equipment.

2.1.7 Installation of the OSF equipment shall require only simple hand-tools.

2.1.8 All metallic parts of the OSF equipment shall be corrosion-proof.

2.1.9 All polymeric parts shall have a flammability rating of V-0 to UL 94.

2.1.10 Test result data and individual characteristics for the OSF equipment and its components such as the unit of fiber optic splitters, pigtails, connectors and adapters.

2.2 Design Requirements

The OSF equipment shall be designed to the specifications as stated belw:

2.2.1 OSF shelf (housing)

2.2.1.1 Material

  • Metallic housing shall be made from cold-rolled carbon steel sheets of commercial quality, Class 1, according to ASTM A 366.
  • Alternatively, plastic housing shall be made from High Impact Polystyrene.
  • Finished color shall be RAL 1013 or RAL 9002.

2.2.2 OSF Door (Cover)

2.2.2.1 Material

Conforming to clause 2.2.1.1

2.2.2.2 Construction

  • Shall be swing down to open and flip up to close or cover the input and output ports of the patch panel.
  • Door shall be equipped with one latch type locking mechanism. No key is required.
  • The front surface of the door shall be marked with split ratio and number of splitters inside the shelf.
  • The inner surface of door shall marked with inputs ports from 1 up to 16 in sequence and output ports for each splitter in sequence

2.2.3 Inside Patch Tray

2.2.3.1 Construction

a. Shall be design to accommodate one of the following configurations:
OSF with 16 x 1:2 splitter units.
• OSF with 8 x 1:2 splitter units.
• OSF with 4 x 1:2 splitter units.
• OSF with 4 x 1:4 splitter units.
OSF with 1 x 1:32 (or 2:32) splitter unit.
b. Shall be swing-out or sliding out (drawer) types to allow easy access to the rear and interior of the panel.
c. The front plate shall be fitted with LC/APC adapters (green in colour) for either one of the followings:

• 16 inputs and 32 outputs for (1:2) split ratio.
• 8 inputs and 16 outputs for (1:2) split ratio.
• 4 inputs and 8 outputs for (1:2) split ratio.
• 4 inputs and 16 outputs for (1:4) split ratio.
• 1 input and 32 outputs for (1:32) split ratio.
• 2 inputs and 32 outputs for (2:32) split ratio

Each adapter for splitter input shall be numbered in sequence of 1 to 4, 8 or 16 (for 1:2 Splitters), 1 to 4 (for
1:4 Splitters) and 1 to 2 (for 2:32 Splitters), as shown in Appendix 2.
Each adapter for splitter output shall be numbered in sequence in accordance to each splitter’s output as shown in Appendix 2.
The height of the numbers shall be 5 mm (maximum).
Shall employ a fiber management system such that all splitter input and output fibres are properly routed and secured.
All splitter casings inside the tray are properly mounted by dedicated slots or screws.
All points in the fibre path shall maintain a minimum bend radius of 30 mm.

2.2.4 Fibre Optic Splitter

2.2.4.1 Splitter types

Conforming to the standard and requirements of the specification no. TS3303.

3 . OTHER REQUIREMENTS

3 .1 Packing

3.1.1 Each OSF and its accessories shall be packed such that all components for a complete unit meet the installation requirements.

3.1.2 All components of the OSF equipment and accessories, as described in this specification, shall be provided as a complete assembly and as one packaged unit, as follows:

• OSF equipment completely assembled (ready to install) with the following components:

o OSF shelf or housing.
o Door, equipped with latch-type locking system, and identification markings.
o Mounting brackets complete with fixing bolts and nuts; and for 19 inch OSF, additional bracket
adapters shall be provided to meet the fixing width dimension of the Metric (ETSI) Rack.
o Patch Tray, complete with 24 Adapters and adapter Caps.
o 4, 8 or 16 units of splitter 1:2; 4 units of splitter 1:4; or 1 unit of splitter 1:32 or 2:32.
o Numbering labels for each adapter position.
o Labeling card attached on the inner surface of the door.
o Cable clamp hardware.
o Fiber guide mechanism.

3.1.3 Each OSF package shall be supplied with a complete installation instruction, in Arabic and English, specifying in details the following:

• Assembly of parts.
• Mounting of the OSF to ETSI rack.
• Securing clamp of incoming and outgoing patch cord.
• Routing of splitter pigtails inside panel to patch panel

3.1.4 Each OSF and its accessories shall be covered with a protective plastic material to prevent scratching or damage during shipping, handling or storage, prior to placing the items into the packing carton.

3.1.5 The individual packages may be multi-packed in a strong, weather resistant carton boxes suitable for shipping, handling and storage. The weight of each multi-packed carton shall not exceed 25 kg.

3.2 Marking

3.2.1 Each individual package and multi-packed carton shall be marked in legible color with the following
information, in Arabic and English, on at least two sides of the package and the multi-packed carton box.

  • Saudi Telecom Company (STC), Saudi Arabia.
  • Name of Item (conforming to clause 3.3).
  • Unit and Package Quantity.Country of Origin.
  • Manufactures Name or Trademark.
  • Month and Year of Manufacture.
